Gentlemen: Your Committee on Asylums and Reformatories Accounts respectfully report that they have examined the accounts hereinafter set forth, and recommend that they be allowed as indicated in the column headed allowed.

We have examined the report of Miss Brownell, the agent of the County for Dependent Children and find many matters therein which should interest this board and the tax-payers.

We believe it was no mistake on the part of the County of Herkimer when it secured the services of Miss Brownell, and we cheerfully endorse her work of the past year, and believe that the County is not yet in condition to dispense with her valuable services.

- St. Vincent's Industrial School - boys' orphanage in Utica NY
- Central N.Y. Institution for Deaf Mutes - Rome NY; now named New York State School for the Deaf
- House of Good Shepherd - location unknown, possibly NYC; source of Orphan Train children
- House of Providence - Syracuse NY, new building built in 1908 at 1654 West Onondaga St. after a fire
- St. John's Asylum - Utica NY; founded in 1834 and run by the Daughters of Charity of St. Vincent de Paul
- Utica Orphan Asylum - chartered in 1830

Emma S. Brownell's "Report of County Agent for Dependent Children" states that the Agency for Dependent Children of Herkimer County was instituted Feb. 1, 1909. Prior to the time her work as county field agent began, children were sent to institutions by Police Courts and Boards of Education without any case work being done.
